I regret to bave to report Bardmaster Bagg for re-

fusing duty under the following circumstances :

Hardmaster Abbott of the Lunatic Asylum cane into nospital i regret to say mita phthisis yesterday.

Wardmaster Kong Hing, on day duty Civil Hospital, was put on aight duty at the Asylum as he lives there and will have to take up the Luastics on Thursday to Canton and I telepnosed to Kardnaster bagg to cons up at 3 a.m. and do day duty here as mere is nothing at Kennedy Town at present. He came up this gorging and refused to do duty hers. He said he would go to the Asylum on duty but would not do work nere. I talked quietly wito oin, explaining that he is not to cooose his work but to obey orders and toen i gave him his order lo writing. He still persists in refusing and therefore the matter can only be settled by His Excellency.

it is quite out of the question 1 sucait to allow any subordinate officer to choose his duty and it is absurd for the Werdmaster at dennedy Tow to expect to do aothing - aos at the Plague is over - for procably aaay soatns.

bardeaster bagg declines to obey say order except at Keanedy Town on the plea, that he came out caly for duty there end that de signed bis agreement to do duty aaywaare Soon after his arrival before he knew anything about the place or the mork - @ very lame excuse.
